It has been three years since India unleashed its illegal and unilateral actions on 5 August 2019 in the Indian Illegally Occupied Jammu and Kashmir (IIOJK), with continuing inhuman military siege and callous disregard to the unspeakable sufferings of the Kashmiri people.
The Indian government, under the hold of the BJP-RSS combine, is unabashedly pushing its ‘Hindutva’ agenda to alter the demographic structure of IIOJK in blatant violation of the United Nations Security Council Resolutions and international law, including the 4th Geneva Convention. India’s settler-colonialism mindset is driven by its quest to permanently occupy the disputed territory and to obliterate its distinct Kashmiri identity.
By deploying additional troops and imposing unprecedented media restrictions, since 5 August 2019, the Indian occupation forces have turned IIOJK into the largest prison on the planet. The human rights situation in IIOJK has seriously deteriorated over the last three years. The Kashmiri people remain under military siege, their senior leadership remains incarcerated and their youth continue to be prime targets of Indian occupation forces’ indiscriminate extra-judicial killings through staged ‘cordon-and-search’ operations. In fact, the Kashmiris continue to be deprived of their fundamental rights and freedoms.
As expected, the Kashmiri people have valiantly defied the Indian campaign of brutalization against them. Pakistan has lent all possible support to the Kashmiris in pursuit of their just cause. Parliamentarians, journalists, humanitarian workers, international human rights organizations, and members of the international community have consistently raised their voice on the continuing grave human rights violations in IIOJK. India stands exposed before the world, yet again, as an aggressor and oppressor.
It is deplorable that in IIOJK, India continues to flagrantly violate the universal ideals of human dignity, fairness and justice with complete impunity. The just struggle of the people of IIOJK to realize their right of self-determination, guaranteed under several resolutions of the UN Security Council, is being suppressed through brutal use of force by the Indian occupation forces.
It is the indomitable will and courage of the Kashmiri people that has enabled them to withstand every Indian attempt to terrorize and subjugate them. India has failed, despite all its massive coercive methods, to extinguish their yearning for freedom and to crush their indigenous and legitimate resistance.
The Jammu and Kashmir dispute has been on the United Nations agenda for over seven decades. This long-standing dispute must be addressed and resolved with a sense of urgency and responsibility.
As the siege of IIOJK enters its fourth year, the people of Kashmir look towards those who espouse the cause of fundamental rights and freedoms as well as human dignity worldwide for practical steps by them to bring an end to India’s atrocities. In fact, the world community must press India to halt its human rights abuses, reverse demographic changes and India’s illegal actions of 5 August 2019 in IIOJK, to enable the Kashmiris to exercise their right to self-determination through the immediate implementation of relevant UNSC Resolutions.
For its part, Pakistan will continue to be the voice of our Kashmiri brothers and sisters, who continue to render invaluable sacrifices, and extend all possible support for the fullest realization of their legitimate rights. We have no doubt that durable peace and stability in South Asia can be achieved only through peaceful resolution of the Jammu and Kashmir dispute, in accordance with the UNSC resolutions and the wishes of the Kashmiri people.

بھارت کے 5 اگست 2019 کو مقبوضہ جموں و کشمیر میں غیر قانونی اور یکطرفہ اقدامات، مسلسل غیر انسانی فوجی محاصرے اور کشمیری عوام کے ناقابل بیان مصائب پر بے حسی کو جاری رکھے ہوئے تین سال ہوچکے ہیں.
بھارتی حکومت، BJP-RSS کے گٹھ جوڑ کے زیر اثر، چوتھے جنیوا کنونشن سمیت اقوام متحدہ کی سلامتی کونسل کی قراردادوں اور بین الاقوامی قانون کی صریحاً خلاف ورزی کر رہی ہے. مقبوضہ جموں و کشمیر میں آبادیاتی ڈھانچے کو تبدیل کرنے کے لیے اپنے ‘ہندوتوا’ ایجنڈے کو بے شرمی اور ڈھٹائی سے آگے بڑھا رہی ہے۔ بھارت کی آبادکاری کی استعماری سوچ کا محرک متنازعہ علاقے پر مستقل طور پر قبضہ کرنے اور کشمیریوں کے علیحدہ تشخص کو ختم کرنے کی ہوس ہے۔
بھارتی قابض افواج نے 5 اگست 2019 سے مقبوضہ جموں و کشمیر میں اضافی فوجیوں کی تعیناتی اور میڈیا پر کڑی پابندیاں لگا کر، مقبوضہ جموں و کشمیر کو کرہ ارض کی سب سے بڑی جیل میں تبدیل کر دیا ہے۔ مقبوضہ جموں و کشمیر میں انسانی حقوق کی صورت حال گزشتہ تین سالوں کے دوران سنگین طور پر ابتر ہوئی ہے۔ کشمیری عوام ابھی تک فوجی محاصرے میں ہیں، ان کی اعلی حریت قیادت بدستور قید ہے اور ان کے نوجوان بھارتی قابض افواج کی جانب سے محاصرہ اور تلاشی آپریشنز کے ذریعے اندھا دھند ماورائے عدالت قتل کا نشانہ بنے ہوئے ہیں۔ درحقیقت کشمیریوں کو ان کے بنیادی حقوق اور ہر قسم کی آزادی سے مسلسل محروم رکھا جا رہا ہے۔
جیسا کہ توقع تھی، کشمیری عوام نےبڑی جرات اور دلیری سے اپنے خلاف بھارتی مظالم کی مہم کو ناکام بنایا ہے۔ پاکستان نے کشمیریوں کے جائز مقصد کے حصول کے لیے ان کی ہر ممکن مدد کی ہے۔ پارلیمنٹرینز، صحافیوں، انسانی حقوق کے کارکنوں، بین الاقوامی انسانی حقوق کی تنظیموں، اور بین الاقوامی برادری کے اراکین نے مقبوضہ جموں و کشمیرمیں انسانی حقوق کی جاری سنگین خلاف ورزیوں پر مسلسل آواز اٹھائی ہے۔ بھارت ایک بار پھر ایک جارح اور غاصب کے طور پر دنیا کے سامنے بے نقاب ہو گیا ہے۔
یہ بات قابلِ افسوس ہے کہ مقبوضہ جموں و کشمیر میں بھارت انسانی وقار، انصاف اور انصاف کے عالمی نظریات کی کھلم کھلا خلاف ورزی کر رہا ہے۔ مقبوضہ جموں و کشمیر کے لوگوں کی اپنے حق خودارادیت جس کی ضمانت اقوام متحدہ کی سلامتی کونسل کی متعدد قراردادوں کے تحت دی گئی ہے کے حصول کی منصفانہ جدوجہد، کو بھارتی قابض افواج کی جانب سے طاقت کے وحشیانہ استعمال کے ذریعے دبایا جا رہا ہے۔
یہ کشمیری عوام کی بے مثال قوت ارادی اور ہمت ہے جس نے انہیں دہشت گردی اور محکوم بنانے کی ہر بھارتی کوشش کا مقابلہ کرنے کے قابل بنایا ہے۔ بھارت اپنے تمام جبر، تشدد اور دھمکانے کے طریقوں کے باوجود ان کی آزادی کی تڑپ کو بجھانے اور ان کی مقامی اور جائز مزاحمت کو کچلنے
میں ناکام رہا ہے۔جموں و کشمیر کا تنازعہ سات دہائیوں سے زیادہ عرصے سے اقوام متحدہ کے ایجنڈے پر ہے۔ اس دیرینہ تنازعہ کو فوری اور ذمہ داری کے احساس کے ساتھ حل کیا جانا چاہیے۔
جیسے ہی مقبوضہ جموں و کشمیر کا محاصرہ چوتھے سال میں داخل ہو رہا ہے، کشمیر کے لوگ بنیادی حقوق آزادی اور انسانی وقار کے ساتھ ساتھ دنیا بھر میں بھارت کے مظالم کے خاتمے کے لیے عملی اقدامات کے لیے اپنی حمایت کرنے والوں کی طرف امید دیکھ رہے ہیں ۔ درحقیقت، عالمی برادری کو بھارت پر انسانی حقوق کی خلاف ورزیوں کو روکنے، آبادیاتی تبدیلیوں اور مقبوضہ جموں و کشمیر میں 5 اگست 2019 کے بھارتی غیر قانونی اقدامات کو روکنے کے لیے دباؤ ڈالنا چاہیے، تاکہ کشمیریوں کو اقوام متحدہ کی سلامتی کونسل کی متعلقہ قراردادوں پر فوری عمل درآمد کے ذریعے اپنے حق خودارادیت کا استعمال کرنے کے قابل بنایا جا سکے۔
پاکستان اپنی طرف سے اپنے ان کشمیری بھائیوں اور بہنوں کی آواز بنا رہے گا، جن کی لازوال قربانیاں اس وقت بھی جاری ہیں ، اور ہم ان کے جائز حقوق کے مکمل حصول کے لیے ہر ممکن تعاون فراہم کریں گے۔ ہمیں اس میں کوئی شک نہیں کہ جنوبی ایشیا میں پائیدار امن و استحکام، اقوام متحدہ کی سلامتی کونسل کی قراردادوں اور کشمیری عوام کی خواہشات کے مطابق جموں و کشمیر کے تنازع کے پرامن حل سے ہی حاصل کیا جا سکتا ہے
