On the occasion of the Kashmir Solidarity Day, we reaffirm an abiding commitment and resolute support for our Kashmiri brothers and sisters, in their just struggle for the inalienable right to self-determination.  While observing this day, we pay tribute to their valiant struggle and unparalleled sacrifices for freedom.  The latest unlawful attempts by India to change the demography of disputed territory are aimed at converting the Muslim majority into a minority. These actions, including changes in domicile rules, property laws and settlement of outsiders on the occupied land, are blatant violations of the international law, relevant UNSC Resolutions and the 4th Geneva Convention.  To suppress the just and indigenous struggle of Kashmiris for their UN guaranteed right to self-determination, India has unleashed the worst form of state terrorism in IIOJ&K.   With the deployment of almost a million troops, India has converted IIOJ&K into the largest open-air prison in the world. The Indian military continues to use brute force against innocent Kashmiri men, women and children with impunity. The Kashmiri youth has been particularly targeted by the Indian military in its unabated repression.  In its attempts to silence independent voices, India has placed externe curbs on the press, media, human right activists and civil society organizations in the occupied territory. It has been using draconian laws, including the Un-lawful Activities Prevention Act (UPA) and Armed Forces Special Power Act to justify night raids, confiscation of properties, arbitrary arrests, fake encounters and detention of journalists and human rights defenders.  We reiterate our call to the international community to hold India accountable for: (i) its flagrant violation of international law and total disregard for the UNSC Resolutions  on the Jammu and Kashmir dispute; and (ii) the gross, systemic and unabated violation of human rights in IIOJ&K.  For its part, Pakistan will continue to extend all possible political, diplomatic and moral support to our Kashmiri brothers and sisters in their struggle to realize the legitimate and inalienable right to self-determination, in accordance with the UN Charter and the relevant UNSC Resolutions.

یوم یکجہتی کشمیر کے موقع پر، ہم اپنے کشمیری بھائیوں اور بہنوں کے حق خودارادیت کے لیے ان کی منصفانہ جدوجہد میں اپنے مستقل عزم اور پرعزم حمایت کا اعادہ کرتے ہیں۔اس دن کو مناتے ہوئے ہم غیر قانونی طور پر مقبوضہ جموں و کشمیر کو بھارت کے ناجائز قبضے کے چنگل سے آزاد کرانے کے لیے ان کی بہادرانہ جدوجہد اور بے مثال قربانیوں کو خراج تحسین پیش کرتے ہیں۔متنازعہ علاقے کی آبادی کو تبدیل کرنے کی بھارت کی تازہ ترین غیر قانونی کوششوں کا مقصد مسلم اکثریت کو اقلیت میں تبدیل کرنا ہے۔ یہ اقدامات بشمول ڈومیسائل قوانین میں تبدیلیاں، جائیداد کے قوانین اور مقبوضہ زمین پر بیرونی لوگوں کی آباد کاری بین الاقوامی  قو ا نین ، متعلقہ UNSC کی قراردادوں اور چوتھے جنیوا کنونشن کی صریح خلاف ورزی ہے۔کشمیریوں کی اقوام متحدہ کے ضمانت شدہ حق خودارادیت کے لیے ان کی منصفانہ اور مقامی جدوجہد کو دبانے کے لیے، بھارت نے IIOJ&K میں ریاستی دہشت گردی کی بدترین شکل کا آغاز کیا ہے۔دس لاکھ سے زیادہ ہندوستانی قابض افواج کی تعیناتی کے ساتھ، ہندوستان نے IIOJ&K کو دنیا کی سب سے بڑی اوپن ایئر جیل بنا دیا ہے۔ بھارتی فوج بے گناہ کشمیری مردوں، عورتوں اور بچوں کے خلاف طاقت کا وحشیانہ استعمال جاری رکھے ہوئے ہے۔ کشمیری نوجوانوں کو خاص طور پر بھارتی فوج نے اپنے بے دریغ جبر کا نشانہ بنایا ہے۔بھارتی غیر قانونی مقبوضہ جموں کشمیر میں   آزاد آوازوں کو خاموش کرنے کی اپنی کوششوں میں، بھارت نے پریس، میڈیا، انسانی حقوق کے کارکنوں اور سول سوسائٹی کی تنظیموں کے خلاف کریک ڈاؤن کیا ہے۔ بھا رت  غیر قانونی (سرگرمیوں) کی روک تھام کے قانون اور آرمڈ فورسز اسپیشل پاور ایکٹ سمیت مختلف غیر  انسا نی  قوانین کا استعمال کر رہا ہے تاکہ رات کے چھاپوں، جائیدادوں کی ضبطی، من مانی گرفتاریوں، جعلی مقابلوں اور صحافیوں اور انسانی حقوق کے محافظوں کی حراست  کا  جواز بنایا جا سکے۔ .ہم بین الاقوامی برادری سے اپنے مطالبے کا اعادہ کرتے ہیں کہ وہ ہندوستان کو درجہ ذیل اقدامات کے لئے جوابدہ ٹھہرائے: (i) بین الاقوامی قانون کی کھلم کھلا خلاف ورزی اور جموں و کشمیر کے تنازعہ پر اقوام متحدہ کی سلامتی کونسل کی قرارداد کو مکمل طور پر نظر انداز کرنا؛ اور (ii) IIOJ&K میں انسانی حقوق کی مجموعی، منظم اور بلا روک ٹوک خلاف ورزی۔اپنی طرف سے، پاکستان اپنے کشمیری بھائیوں اور بہنوں کو اقوام متحدہ کے چارٹر اور متعلقہ یو این ایس سی کی قرارداد کے مطابق حق خودارادیت کے جائز اور ناقابل تنسیخ حق کے حصول کی جدوجہد میں ان کی ہر ممکن سیاسی، سفارتی اور اخلاقی حمایت جاری رکھے گا۔
